Meeting Minutes

1. CALL TO ORDER
Bob Dunn called the meeting to order at 7:00 PM.
2. APPROVAL OF MINUTES – September 7, 2017
Glynn McAraw moved to accept the minutes of Regular Meeting September 7, 2017 and Mary Ellen Garbarino seconded the motion. SO VOTED.
3. DIRECTOR’S REPORT – Don Bugbee
PROGRAMS
Don Bugbee reported that all programs are status quo.
Youth Soccer
Soccer has begun and will run through October 28.
Yoga
There are five six-week sessions running through May 2018.
Adult Basketball
Wednesday night basketball will run through June 6, 2018.
Sunday Basketball will hopefully start on November 5 and will run to April 1, 2018.
FACILITIES
All facilities are in good shape.
4. OLD BUSINESS
a. Boathouse Update
Don Bugbee reported on the last Boathouse Committee meeting. Members had reviewed a “to do” list. Bob Dunn was concerned about the ongoing drainage issues and will inquire about it. Their minutes can be found on the Town Website.
b. Hains Park Improvements
Bob Dunn reported that the newly formed PRC Hains Park Improvement Committee will have the following members: Bob Dunn, John Flower, Don Bugbee, Nigel Logan and David Kelsey. Todd Machnik will serve as Ad Hoc Consultant for sitework, drainage, etc. Bob reviewed a letter he had written to Bonnie Reemsnyder dated September 21, 2017. This is included as an attachment to these minutes. Once they get the go ahead from Bonnie – a meeting will be scheduled.
5. NEW BUSINESS
a. Cross Lane Playground update, funding, location, etc.
Missy Garvin could not be at this meeting but updated the Commission in an email:
Playground Committee consisting of Bonnie, Anna, Meghan, Don, Emily and Missy Garvin has been meeting weekly.
-Equipment has been ordered.
-Most of the trees have been taken down (Wilcox will be removing two more and pruning).
-Al Bond will be completing the earthwork soon.
-Playground Committee running concessions at Town Woods Park for Saturday soccer.
- Updated construction schedule will be coming soon.
b. Other New Business
Bob Dunn reported that since the Boathouse structure is completed, he would like to request that all their equipment be placed in the building, and that the docks either be stored inside also or in a safe place (most important not on the grass) on the side of the building.
There was a discussion about the boat trailer that is on the property. This should always be stored on Regional District 18 property. Don will email Greg Hack and the AD Director with a copy to Bob Dunn about this matter so that everyone is on the same page.

Glynn McAraw moved, and Tim Gavin seconded, to adjourn the meeting at 7:30 PM.

Subject: New PRC Hains Park Improvement Committee
In follow-up to our phone conversation a couple of weeks ago, the Parks and Recreation Commission (PRC) is willing to form and oversee a new Hains Park Improvement Committee (HPIC) to complete improvements to Hains Park intended for use by the general public, and which had been planned as “Phase 2” of the BHPIC project. At the September PRC meeting, the Commission agreed to appointing the following members to the new HPIC. Each member has extensive project management experience in both business and community projects:
- Bob Dunn
- John Flower
- Don Bugbee
- Nigel Logan
- David Kelsey
Plus, Todd Machnik (Ad hoc Consultant for site work, drainage, etc.)
I contacted each of these individuals, and they have all agreed to volunteer for this new Committee, based on the parameters that you and I discussed.
However, before the committee is convened, we request that all funds available for this project be clearly defined, and disclosed to the Old Lyme Taxpayers. Ideally, the Committee will have at least $219,988 of Town funding (the amount allotted to the “Non-STEAP” Phase 2 portion of the project, as presented to the community Jan 2016). My understanding is that source of the Town funding will include the additional $150,000 appropriated for Hains Park Bathroom improvements in the Town’s 2017-2018 budget, all funds remaining from Phase 1 of the BHPIC project, plus the donations from the Hains Park fundraising efforts.
Obviously, the final scope of the project will depend upon the actual funds available. It is our expectation that improving the Bathrooms and making the park ADA accessible is top priority. However, if adequate funds are available, we will also explore the possibility of installing a covered pavilion area (as presented to the Community Jan 2016) and other site improvements.
